Upcoming Change to Benefits for Employees Age 65+

Effective October 1, 2026, Alberta Bill 11 will change how prescription drugs and select health-care expenses are coordinated for Albertans with private or employer-sponsored coverage, especially those age 65 and over.

What’s Changing?

  • Employer-sponsored or private benefit plans will pay first.

  • Government programs, including Alberta Blue Cross seniors and Non-Group  coverage, will become second payer.

  • The change applies to prescription drugs and select extended health benefits.

Impact on Alberta Blue Cross Non-Group Coverage

  • Individuals with both Non-Group coverage and access to an employer or private plan will need to submit claims through the private plan first.

  • Out-of-pocket costs may change depending on the design of the private plan compared to Non-Group coverage.

  • Plan members relying solely on Non-Group coverage will not see a change in how their claims are adjudicated.

This will be especially important for those transitioning between coverage types, such as retiring, returning to work, or losing employer coverage.

  • Employers may see increased claims exposure for employees age 65+.

  • Plan design, cost management, and long-term sustainability may need to be reviewed.
